Until the beginning of World War I in 1914, aircraft were generally considered nothing more than a means of reconnaissance to observe enemy troop movements. Pilots in a few air forces had made unofficial attempts to drop aerial bombs or mount guns to attack enemy aircraft, but such actions received little support and were often criticized. Most of the experimentation to develop the first generation of fighting aircraft had been conducted by engineers in France and Germany. Though their efforts went unappreciated by military organizations seeing little value in arming planes, much was learned about the difficulties integrating forward-firing guns onto propeller-driven aircraft.
